Discovering Timor-Leste: Culture, Opportunities, and Insights

As part of the NUSS Meet-The-Ambassadors series, members recently had the unique opportunity to hear from His Excellency Ambassador Alexandre Tilman on Timor-Leste’s rich culture, investment potential, and strong focus on human capital. The engaging session wove together history, business insights, and personal anecdotes, offering members a fresh perspective on this young and dynamic ASEAN nation.

A Cultural and Culinary Melting Pot

Ambassador Tilman began by painting a colourful picture of Timor-Leste — a nation influenced by Portuguese, Malay, Chinese, Arab, and African heritage. This fusion is reflected vividly in its cuisine, architecture, and warm hospitality.
He also addressed an early question from the floor: “Is language a barrier for business or travel?

The Ambassador assured members that Portuguese and Tetum are the official languages, while Malay, English, and Bahasa are widely understood, making communication accessible for visitors and investors.

Light-hearted anecdotes punctuated the discussion — including a humorous reference to the beloved “Singapore banana” variety, and inspiring stories of young Singaporeans volunteering in remote communities, leaving attendees smiling and curious to learn more..

Opportunities Across Key Sectors

Members were also eager to understand where opportunities lie. One member asked, “Which areas are most promising for Singapore investors?” Ambassador Tilman highlighted tourism, agriculture, oil and gas, and infrastructure as priority sectors. Smaller-scale investors, he added, may consider agriculture, fisheries, and community-based tourism, where impact can be immediate and sustainable.

During Q&A, another question surfaced: “Is the business ecosystem ready?” The Ambassador touched on the legal frameworks, banking infrastructure, and a major upcoming gas field project with Australia — a development poised to transform the nation’s economic landscape over the next five years.

Investing in Human Capital

With 60% of Timor-Leste’s population under 25, capacity building is central to national development. When asked about youth readiness for global opportunities, Ambassador Tilman shared ongoing efforts in skills training, scholarships, and overseas exposure programmes.

This opened a discussion on collaboration possibilities — from education partnerships to volunteering exchanges — areas where NUSS members saw meaningful synergy.

Connecting Members Through Intellectual Engagement

This session once again reflects NUSS’ commitment to knowledge exchange and global awareness. Through thoughtful dialogue, members not only gained insight into Timor-Leste’s growth potential, but also left with questions sparked, perspectives broadened, and new opportunities to explore.
